No. Rather than a monolithic registry most linux programs use flat text
files (although I've seen some xml files lately) stored in /etc.
Registry maintenance tools are required in Windows due to the nature of
the registry: it uses a non human-readable binary format and represents
a single point of failure for the whole system. If your Windows registry
gets hosed, there's a good chance that your whole system may become
unusable.
Although editing individual text configuration files may seem
unfashionably archaic, it does mean you can use simple tools to fix them
in the event of problems, and if one file gets hosed, the rest of your
system is less likely to be affected.
