Linux come with any kind of registry mechanic tool?

No. Rather than a monolithic registry most linux programs use flat text
files (although I've seen some xml files lately) stored in /etc.

xml is just text too, though.
OK, it's text in a specific format, but, it's still text.

But xml is not easily edited. So in some ways, similar to the
registry in Windows, using a tool is almost mandatory (but not
quite mandatory).

Although editing individual text configuration files may seem
unfashionably archaic, it does mean you can use simple tools to fix them
in the event of problems, and if one file gets hosed, the rest of your
system is less likely to be affected.

Indeed. The one thing linux users want less than anything else that windows
has, is a single point of failure proprietory opaque unreadable blob
containing every system config (and lots of application configs).

Yes... biggest problem with Windows isn't the all eggs in one basket
approach (though certainly a problem), but rather it's just the fact
that the basket has holes and occasionally catches on fire.
