This equals somewhat my own experience: Windows implements everything, what's required for the implementation of the OS related tools and services, but not anything more in the first place.
How many undocumented OS extensions have been required, before e.g. Office could work satisfactorily? And how many incompatibilities have been introduced willingly, into new versions of Windows or system services, in order to prevent the continued use of older or third party software? And currently, how many dependencies are built into the documentation and download sources, which require to obtain newer versions of tools or the system itself, before one can really access the otherwise free-of-charge Windows related resources :-(
