window steel focus

Hi,
can someone please tell me how I can prevent
new windows(popup frames) from stealing focus.
I prefer focus to follow the mouse and new windows not to
steal the focus. thanks
p.s. I am redhat 9 and XFree86 version 4.3

p.p.s I don't want to do it from the menu, but from the command line
