Forwarding X without X server running

I've got a server without an X server running on it. I have another
machine behind it that I'd like to be able to run X apps on remotely.
I've set up the ssh_config and sshd_config files on the server to forward
X11 info, but it doesn't. Is there any way for me to forward the X info
through ssh connections through the server, or do I have to install an X
server to do so?
