Your question is not clear. I assume you have a setup like this:
machine1(Windows w/Cygwin)--network--machine2(Linux running X, correctly
set up for providing XDMCP for machine1). From machine1, you execute
the "XWin" command above, and you get the "connection to 127.0.0.1
refused" error. That doesn't make much sense. Correct any errors I've
made in describing what you've done. Have you read the XDMCP-HOWTO?

Still have *what* functionality? Explain what it is you want, describe
exactly what you've tried, provide error messages, etcetera. Use
Babelfish if you're not comfortable writing in English, or write in your
native language (I can read+write French, I know there are some German
and Spanish speakers who read this NG.)

If you wish to have your Linux machine provide a gdm login screen to
other machines on your LAN via X and XDMCP, you must have that Linux
machine running gdm and X. No real way around that. I'd worry more
about bandwidth consumed between machine1 and machine2 than CPU consumed
on machine1, at least for now.
