Displaying PAL/NTSC Video in X ?

Hi,

I want to be able to display an external PAL/NTSC video source at the
full rate in an X window. I want to do this on a Laptop.
1. What software is best suited to this ?
2. What laptop do people recommend/have used with the video in
  as standard with Linux support. ?
