How to prevent users from login in to KDE?

I'm using Mandrake 9.2 with KDE and I have a user that I don't what to
be able to login to KDE. I want them to have shell access just not KDE
access. Is it possible to prevent this user from showing up in the
login window of KDE and from preventing them from login in to KDE at
all?
