You didn't mention which "login banner" application you're using. You
usually use xdm, kdm, or gdm to display a picture and a login/password
window. Which one are you using?
For kdm, KDE Control Center->System Administration->Login Manager->
Shutdown. Click the "administrator mode" button, enter your root
password, change the "allow shutdown" boxes to "only root" for local and
"nobody" for remote. If you're not using kdm, post the name of the
login manager you're using. Also, take a look at
