    X can have a separate keyboard repeat rate from the console's.
    "xset q | grep 'repeat delay' " will tell you what your X repeat rate
    is. "xset r rate X Y" will set the repeat rate such that there is a
    delay of X milliseconds before repeat starts and Y key events per second
    will be sent. "xset r rate 400 30" works well for me, YMMV.

    KDE and GNOME have nice pointy-clicky frontends for this sort of thing.
