No, it's not. VNC it's a Virtual X-server which you can also use, but
it's not necesary.

VCN allows you to keep a graphical session running while disconected
(even you can switch off your WinSlow box and everything keeps running
until you resume the connection to the VNCserver again either from the
same or from a different box.
As a con, VNC is slower than X over slow connections, IME (although
other people might tell you different).
