Athena widget dialog & taskbar buttons

When using Athena widgets, and an app with a main window creates a pop-up
dialog, what does it need to do to let the window manager know not to add a
button on the taskbar for the new window? I created a dialog with a
transient shell and got another button on the taskbar. At present I'm using
the KDE window manager, if that matters.
