ATI Radeon 9600SE Xv and TvOut

Hi,
I have an ATI Radeon 9600SE that I am trying to use with XOrg 6.9.0 on
Debian. This has a VGA, DVI, and S-Video output.
Using the built-in ati driver I cannot get an image on the S-Video output.
There is something there that changes when the display is updated but it is
basically coloured static.
Using the fglrx driver ( v8.23.7) I can get an image on the S-Video output.
However, there are two problems:
Using fglrx, the screen output is not full height. There are thin black
bars at the top and bottom (these are bigger in anything but 800x600).
Using ati, the "static" uses the full height of the display.
Using fglrx, Xv output (e.g. in Xine) only shows the top quarter of the
expected output. Xshm output is fine but obviously uses a lot more CPU.
Using ati, the Xv output is correct.
What I would like is a full sized TV output with a working Xv output.
Does anyone have any suggestions? I have tried searching the newsgroups,
web sites and forums but haven't had any luck.
