Now, I am sitting right next to the VNC server and it does not say anything
that would indicate that it is accepting connections only from localhost :

Accept Socket Connections is checked.
Password fields have a password in them (that I know - only that I am never
prompted for it).
Display or port numbers to display 0 (choosing main port as 5900 and http as
5800 does that).
When last client disconnects - do nothing
Poll foreground window
Poll console windows only - both checked

Advanced -

Query console on incoming connections with query timeout 30 sec and default
action - accept. Even tried allow option to accept without authentication -
no use.

Automatic shared connections, enable built in HTTP daemon, and log info to
WinVNC.log and detailed ...

Just looked at the log - there is nothing in it to even indicate that an
attempt was made.

How do I find out whether this windows machine is running a firewall ?

You could look under your "program files" folder for it.
Or you could look in the system service list (Computer Management - Services
and Applications - Services).
Or you could look in the system event log (Computer Management - System Tools
- Event Viewer - System) for the service events immediately following a
boot-up for anything like looks "firewallish" ;-)
