Compose and arbitrary code points

Hiya,

The three-character X11 compose function works well for me (e.g.,
Compose + " + a = ä) ; my question is about entering the U-values that
are not mapped directly to keys. For example, in en_US.UTF-8/Compose,
there are entries that look like this:

<Multi_key> <U10002208> <U10000338> : "∉" U2209

What do I enter -- what key sequence -- generates this?

Another, related, question is: is there a combination that allows me to
enter arbitrary UTF-8 code points, such as Compose + # + 2 + 2 + 0 + 9,
or some such?

Thanks, in advance,
