redhat's patch version scheme?

I am running a shop with several machines on RH 7.3. I downloaded the
openssh update yesterday for this OS version which is 3.1p1-10.
However, it seems that this patched level doesn't have
UserPrivilegeSeparation built-in. Uhh, what gives? I looked at the
source in the srpm and it seems that this is indeed 3.1 pre UPS
(right?).
So, please correct me if I am wrong because I am assuming that RedHat,
when they patch their rpms, are actually patching that revision and
not actually updating that revision to the latest rev? WHY!? It
doesn't make a lot of sense. So, now, I have 7.3 machines that I want
to update but Im only updating them with patched old versions of the
software instead of patched recent versions of the software? Um,
laaame. Am I right that this is how they are doing it or am I wrong?
If I'm wrong I need to figure out what the problem is with this
openssh package that doesn't have UPS.
