Program for cutting up an image into smaller parts?

I've been toying with the idea of making skins...
and I could *really* use a program for cutting
a large image into smaller image-parts -- preferbly
some interactive program.
I thought a program allowing you to place help-lines
horizonatlly and vertically on the picture -- and
then decide that rectangular parts should be cut
from one of these intersections to another.
I'm not explaining myself very clearly, am I...
I guess whatever you guys use, would be fine.
BTW, is it possibly to use GIMP... or would that
be too cumbersome?
I know this is probably a bit like reading aloud
from Rushdie's book "Satanic Verses" in a mosque :-),
but can anybody recomend a (cheap) windows-program
for the same pupose?
