Apache run code as root

I've written some code that talks to the parallel port with direct IO.
This code has to run as root, i've been trying to convince apache to
execure it, but its tries to run it at a lower user level.
Anyone know the simplest (bodge ?) way to make apache execute code as
root. I dont have apache source and rebuidling it not an option
The distro is redhat 9 and the build is
httpd-2.0.40-11.3
I dont want any lectures from the security girls, I just want to execute
the code - I have a life :-)

Or maybe somebody can tell me to do port_out in as a non-root user ?
