RPM problems in Red Hat 9

I am fairly new to Linux, running Red Hat 9, with kernel 2.6.0-test6.
I am having problems with my RPM under Linux. Whenever I try to
install anything, in the example I'm about to give it's AIM, I get the
following error message if I use command line RPM.
[root@Simcha /]# rpm -i aim-1.5.286-1.i386.rpm
rpmdb: unable to join the environment
error: db4 error(11) from dbenv->open: Resource temporarily
unavailable
error: cannot open Packages index using db3 - Resource temporarily
unavailable ( 11)
error: cannot open Packages database in /var/lib/rpm
[root@Simcha /]#
If I use the standard double-click method, it just shows the package
icon by the mouse for a while and nothing else happens. I have no
idea what happened to my RPM stuff. The only thing I could come up
with myself to try was rebuilding my database using
rpm --rebuilddb -vv
