Newbie web browsing problem

I'm on day two of Mandrake 9.2 and have a couple of (hopefully) simple
problems to solve.
Many web pages will not open for me. Seems to be independent of
browser (have tried mozilla, galeon). If a page does open then often a
hyperlink on that page will not open. No chance at all of getting on
to a secure site. Have played with basic security settings in Linux
but no joy.
No error message, browser just hunts for a while then indicates pages
is "done" without actually opening a new page.
Second issue is that at the moment only the root user can connect to
the internet (modem), and then only through the configuration tool. I
want to set up so that users can have permission to connect. How do I
do this?
Basic stuff I know, but then you have to start somewhere.
