TIMEOUT with adsl-start

Dear All
I am running Mandrake Linux 9.2. The box is set to dual boot to Linux
and Windows using LILO, everything works fine on the windows side, so
I am convinced it is not a hardware problem.
Essentially, the connection times out. When I run adsl-start, there
is a long pause, a series of dots and 'TIMEOUT'.
The syslog file is quoted below.
Any help is greatly appreciated,
