How to move servers?

Hello all
Currently there is a linux box running SUSE 8.2. I have been tasked
the job of moving the server to a 1U rack mounted computer and
upgrading to SUSE 9.0. I need to keep critical programs, permissions,
etc. Could anyone please direct me to a guide or tell me the steps
involved?
