Powerdown with apm kernel module not working

Does ANYONE have a good explaination why the apm module in newer kernels
does not power down atx machines when up to the 2.4.18 kernel it did? I
read in one place somewhere (can't remember where now) that this is a
feature and meant to happen. That it's not a bug. But if this is so does
anyone have a workaround for this. Or what needs ot be compiled into the
kernel to get powerdown power-off functionality back. Personally I've
already tried compiling acpi in the kernel, no go, and other apm
modules. But haven't tried append="apm=power-off" in lilo yet. Anyone
have ANY ideas. And more specifically WHY is this so. This seems to be a
problem for many people and no one is able to find an answer.
