How to compile blas libraries

Hello to everybody.
To compile a math app i need some files called libblas.a and libblas.so and so on.
My question is: how can I get these files starting from the sourcecode for example?
I need these libs under Cygwin but I was not able to find then anywhere.

Can anybody help me??
