How to force password change via ssh on Linux?

I need to configure my Linux to force the users to change their
password at first logon. I already set the logind.defs file up with
options MAX_PASS_DAYS to 90.
When I use command: chage user, I define that the password is expired.
So, when a user tries to logon via console, it's asked to change the
password, but when he tries to login via ssh, he receives Access
Denied. I already checked all options on sshd_config but nothing??
What to do to enable this option??
