XChat does this from the IRC menu (IRC-->Auto Accept Files). I am not
sure if you are in a situation where you need to use a console-based
client. I know XChat has a text mode client but I've never used it
before.

NAT issues can be handled via:

Setting-->Preferences-->File Transfers

There are settings for:

  DCC IP Address (Your router's internet address) Port range settings (for
  forwarding to from your router).

There is also a handy, NAT-friendly "Get my IP Address from IRC Server."
This works well for me behind a NAT firewall.

I don't know how you use your IRC file transfers issue or your server's
policies, but the other possibility is to run an eggdrop bot, which can be
configured to accept, and then sanitize if necessary (strip file
extensions, move file out of incoming, announce to the channel that a file
has been received), etc.
