windows suddenly get grabbed and move rhel3/4

Every 20 or 30 seconds I find that my mouse pointer seems to
become attached to the titlebar of a window and the windows
then move even though my mouse pointer is somewhere else
on screen and/or I have not clicked the mouse pointer over the
window..

At other times, I can try to drag a window around, and it seems
impossible to grab a window. It's usually this that preceeds the
windows moving as though haunted.

Everyone I work with just shrugs and says this sucks but there
seems nothing anyone can do about it.

This problem I have been seeing on our redhat enterprise 3 and 4
systems is so annoying, I can't believe it is still there in the
redhat distributions after more than a year.

I realize this is likely dependent on which
gui interface I'm using, but these are not my own systems,
rather ones of co-workers, so I can't say for certain which
desktop software this is. However, it seems to happen on
pretty much any linux system from redhat that I've been asked
to do any work on.

Does anyone know how to fix this problem?

Eric
