Use the Gimp.
- Se size to Width=640, Height=480.
- Set number of colors to 14.
- Save as "xpm" image type.
- Gzip the image.
- Move the compressed image to /boot/grub/

Yup. That's what I did. But I read about a GUI program that does all
that in one or two mouse-clicks, so I figured for convenience sake,
I'd try hunting it down.
Gimp has a gui. It also has command line for more intense stuff.
