Creating a scalable icon theme for Gnome

I am working on making a scalable theme. I have looked at other themes,
which only adds to my frustration. Some themes will have menu icons.
Others do not. So, in the spirit of learning, I copy icons which I
believe should be the menu icons over to a temp theme I am playing with.
After refreshing everything, they do not appear.
So is there a definitive list of icon names? It seems that ever theme I
have looked at is different, or enough different that it is difficult to
make heads of tails out of what they are doing.
Finally, I have noticed that some of the icons (a vector file ending
in .svg) have a little arrow in the upper right corner. This appears to
be a shortcut to another icon. When I do a directory in terminal of those
icons they don't appear to have a unique name. So what gives?
Any help would be great. A list would be better. Thank you all in advance.
