and ftp but of secure services such as ssh and scp.

Debian Stable and that will allow you to install just the
packages you need to install and not an X11 server
if you do not need it.
To answer the question instead of nitpicking the request, you might look into something like DSL or Tinycore. From the sound of it, what little you want that might not be included could be relatively easy to add.
