Redhat 9.0--adding BFD support?

A while back, my friend had Redhat 6.0 running on his computer, and it had BFD
support. Now, he's installed Redhat 9.0, which he really likes--but programs
with BFD code won't run. Would anyone know if it's a matter of changing
settings, installing a patch, or what?
