Find out the IP of your mail server and put it in /etc/hosts and see if that
helps.
You could also try connecting to your mail server using telnet (al la
"telnet mailservername 25" or 110 for POP3 I think) and see how long it
takes get a return message from the mail server. Then try with the
mailservers IP address instead of its name and see if its different. That
would probably give some indication on the DNS issue.
If all your web browsing is OK it does sound like the problem may lie
elswhere though. In that case you'll need help from someone alot smater
than me.
