dual processor install and RH9

Hi,
I'm a newbie to Linux so please bear with me and explain the obvious if I'm
missing anything.

I have a Compaq proliant 1600 with dual PII 400mhz processors , on which I
have installed RH9. I intend to run this machine as an apache web server.

The install went prefect but while doing some web page testing I ran the
command "top". I noticed that "Top" only shows the state of 1 processor.
So after doing some research I checked the following.

checked the /proc/cpuinfo file and it only show 1 processor

However, the smp kernel IS installed. On start up the two kernels are
available and obviously I've chosen the correct smp kernel.

Any suggestions? Any clues?
