Problem when ssh to localhost with no network connection

Hello,

I am running redhat 8.0, and I have a hard time fixing a problem
related to ssh.
I can ssh to my laptop when my machine is connected to the network by
typing 'ssh localhost' at a command prompt.
However, if I unplug the network cable, it takes forever to establish
a connection.

I would really appreciate it if anyone can give me any suggestions.
