upgrade RH via ftp?

Are there ftp sites available for upgrading Red Hat Linux to newer releases?
In case you don't understand German, Bjoern Weichel's post asks this
question, and I was wondering about that myself. The Red Hat site provides
complete CD images, but you need a high-speed connection for that kind of
huge download, and all I have is dial-up.

But are there ftp sites, or somewhere in the Red Hat site, that provide
access to individual packages for upgrade? Does rpm work OK if the .rpm
library is an ftp site?

Bjoern wants to upgrade from 6.2 to 7.3. I may want to upgrade from 8 to 9
or to Fedora.
