How to format an empty partition...

Hei,
I'm running redhat 9.0 which is installed on the secondary hard drive.
The device name is: hdb and contains:
- hdb1 103 ext3 MB /boot
- hdb2 is a ntfs partition
- hdb3 20000MB ext3 /
- hdb4 19897 MB Extended!
(During installation it just came up!, why?)
- hdb5 2045 MB linux-swap
But this drive also has an emty unformated patirion with 17852MB free space.
How can I format and mount this partition. I have learned that I should
use NTFS or VFAT for common use of the drive, because I also have
Windoes XP on the same computer.
