another apt- Fedora prob

I have looked thru most of the groups and googled but can't seem to find the
answer!! I have the new version of Synatic and Apt RPM's on a CD. However
I keep getting an error message saying can't install the apt rpm. I'm trying
to do is install it from the CD directory, should I be in the apt
directory?? If so where is it?
