Retore superuser privileges?

How to restore the ability for user to make himself superuser in RedHat
graphical menu?
Trying to solve a mystery. When I first loaded RedHat Enterprise Linuxe
3.0 and tried to access root level stuff in the RH menu it would tell me
I'm not root and ask for the root password.
Now however it simply tells me "Error! Insufficient privileges!" without
giving an option for fixing it.
I've logged out and back in as root and tried to find some setting
somewhere that had been changed, but can't find anything to fix this...
