RHEL Weirdness: Lost superuser privileges?

When I first installed RHEL 3.0 I installed a user "andy".
Logged in as 'andy'. Then tried to access, say, Display settings under
System Settings. The system politely asks me for the root password, I
enter it and away we go.
+ Then I had a crash and reinstalled RHEL 3.0. AFAIK, installed the same
options.
Now, if andy tries to access, say, Display settings under System
Settings, the system rudely declares "Insufficient Privileges!" And
that's it.
What has changed, and how to I get back to state 1 from state 2? It's a
PITA to have to log out as andy and relog as root for minor system changes.
