cannot install glibc-common-2.3.2-27.9.7.i386.rpm : cpio fails with error Invalid cross-device link

Hi,
I tried every thing I knew to solve this but unable to...
I installed Redhat 9.0 on my computer. Redhat recommends upgrading the
glibc on the machine to glibc-2.3.2-27.9.7 from
https://rhn.redhat.com/errata/RHSA-2003-325.html
Installing glibc-common-2.3.2-27.9.7-i386.rpm always gives an error:
error: unpacking of archive failed on file
/usr/share/zoneinfo/right/Pacific/Pitcairn;40cff7d9: cpio: link failed
- Invalid cross-device link
Running rpm with -vv option shows the offending file info :
D: fini 100644 2 ( 0, 0) 0
/usr/share/zoneinfo/right/Pacific/Pitcairn;40cff7d9
My computer does not have any partitions where cross device link could
happen, "/" and "/export" are the only two local disk partitions.
Even using 'rpm --root=/opt/test' generates the same error. What could
be going wrong here ? Am I doing something wrong or is rpm confused
about the package ?
