How to Format ext3 in Redhat???

Sorry, for such a seemingly dumb question.

I'm using Redhat Advanced Server. 2.4.20-18.10.1

I created a new partition with fdisk: /dev/hdb15

But, how do I format it as ext3???

When I installed, all the other partitions were formatted
as ext3 . How do I format them as ext3?
Or, even, as ext2? The exact syntax please.
