Either one of /boot/grub/stage1, stage2, or /sbin/grub ('grub shell')
are corrupted, or an installation script runs the grub shell with
wrong parameters.
*** Anyway, stage2 is really unusable! ***
I simply _replaced_ stage1 and stage2 in /boot/grub with a copy taken
from my Debian installation, then ran 'setup (hdn,m)' from a
_different instance_ of Grub - and was back in business<g>.
FYI: I use Grub in a 'cascaded' manner. My Master Boot Record starts
one instance of Grub with a first level menu which simply chain loads
to a specific boot loader; either the Windows 2000 boot loader or
another instance of Grub installed into the (boot=root) partition of a
Linux system. Additionally, I have a grub floppy. Therefore I had
several copies of the binaries and could easily run 'setup' from
outside of the Fedora partition.
Grub installation can also be done from a different instance of Linux
using the grub shell (/sbin/grub). But you must be very careful with
the parameters for setup/install; you might easily break an existing
boot loader setup;-)
If you don't have another copy of the grub binaries you can get them
via gnu.org (sorry, no closer URL available;-). It is even possible to
create a grub floppy under _Windows_ from a downloadable floppy image.
