If that's really what the message says, then it's probably because the
entry in /etc/fstab is missing the initial "/" on "/dev/hdb3". If that
omission is just a typo in your posting, then your /etc/fstab lists
"/dev/hdb3" as a swap partition and no such partition exists on hdb. If
that's just an extraneous line in /etc/fstab, delete it. If your swap
partition is actually elsewhere, change the fstab line to point to the
right drive and partition.
