LILO is trying to read the second stage loader from the /boot directory
on hdb. That's about all the 446-byte primary boot loader in the MBR
can do. I suggest first saving the current MBR on a floppy disk (mount
/dev/fd0 and run "dd if=/dev/hda of=/mnt/floppy/oldmbr count=1") so that
you have an easy way to restore it if things go badly awry. Then
restore the standard MBR from Windows-98, or you could just run "lilo
-u" if there's a valid /boot/boot.0300 file to restore. Then install
your new hdb and install FC-3 on it.
The FC-3 installer will find your Windows partition just fine even if
you haven't restored the old MBR, but I'm sure you'd be happier knowing
that you can still boot Windows-98 even without the FC-3 installation
completed.
