lpadmin/lpstat and printconf inconsistent

lpadmin/lpstat and printconf inconsistent
.... why can I create a printer with printconf and then check the printers
with lpstat and it doesnt show as existing at all?

Or If I create a printer with lpadmin, then printconf cant see it?

And the cups web page printer management says use specific things to
configure printers?

I thought this all talked to cups and it shouldn't matter what interface
you use?

What is going on?
