I think redhat 8.0 comes with it alreay setup. So there is a good
chance that RH9 does as well. See man fptd(8) for more details.

Traditionally logins with anonymous or ftp ask for a password of
email address and log into a restricted shell.
     grep ftp /etc/passwd
there should be a line like this:
     ftp:x:14:50:FTP User:/var/ftp:
