/sbin/ifup command

    Hello to all

    Ever since upgrading to Redhat 9 I can not use the command /sbin/ifup
    ppp0 as non root user. When I try it comes back with

    /sbin/ifup: line 35: ../networking/profiles/default/ifcfg-ppp0:
    Permission denied
    usage: usernetctl <interface-config> <up|down|report>
    Users cannot control this device.

    I was able to do this before the upgrade. I also have USERCTL=yes in
    ifcfg-ppp0 file.

    I've read man pages on usernetctl but it says although this command will
    work, ifup and ifdown should be used.

    Any ideas
