bug reporting procedure

I'm a relative newbie to RedHat Linux 9 and I have a question about
how to determine if a bug should be reported.
First of all, the bug has to do with adding launchers to the gnome
system menu. I want to add the NetBeans IDE to the programming
section. I right click on an item in the programming section, select
"Entire Menu / Add new item to this menu", fill out the dialog, then
click ok. I am presented with an error box:
Cannot save menu item to disk
Details: Error writing file 'applications:/Programming/NetBeans
IDE.desktop': Unsupported operation
I have run up2date and my system is fully up2date.
Now I know I'm not the first person to run across this, but still
there doesn't seem to be a fix available (up2date would find one,
right?). What do you suggest?
