Gmane and Cygwin--How get to Gmane on Earthlink?

I'm sure I'm the wrong place, but here's the question. I downloaded
cygwin and have a question about a dll not found error for cygpcre.exe
in trying to use man gunzip. My Earthlink newsgroups do not include
gmane. How do I get to them on EL?

I'm beginning to think Gname is actually a program that gets to some
sort of reader group.
