Forbidden access for ONE user

Is there any way to avoid that a user run a program in linux?
I know the use of chmod, but with it I can control permissions (rwx) for
owner, one group or world. But I want to do opposite: I want to deny the
acces just to ONE user (or ONE group).

Perhaps the solution is in front of my eyes, but I can't see it!!!
